Recently I tried to add some features for Visual Studio Team System 2008 on a Windows 7 box. But I ended up with the error “A problem has been encountered while loading the setup components” when I tried to change the installed VS2008 from the control panel. This seems to be a old problem. And I found these posts helpful:
http://stackoverflow.com/questions/114332/visual-studio-setup-problem-a-problem-has-been-encountered-while-loading-the-s/1827236#1827236

What I did was removing all updates and Hotfixes:

Update KB972221

Hotfix KB973674

Hotfix KB971091

And then rebooted the computer. After that I found I could change/remove the installed VS2008.
